In 1996, legislation established the Telecommunications Regulatory Authority (ART) to oversee the telecommunications sector. In 2005, ART was also entrusted with the responsibility of regulating postal services, leading to its transformation into Arcep: the Regulatory Authority for Electronic Communications and Postal Services. As an independent entity, Arcep’s mission is to guarantee the openness and proper functioning of the postal market, while ensuring the financing and preservation of universal service. Within its area of intervention, Arcep fulfills this mission primarily by issuing authorizations for activities subject to competition, monitoring the accounting and pricing practices of universal service providers, arbitrating disputes between operators, overseeing the implementation of universal service by La Poste (the French postal service), particularly in terms of service quality, and issuing recommendations and opinions on universal service financing.
