Public administrations and services have adopted user relationship management, equivalent to customer relationship management (CRM) in the private sector. Despite some similarities, user relationship management has its own specific characteristics due to the distinctions between users and customers, public services and businesses, civil servants and employees, as well as the different nature of the services offered (free or paid). The use of the term “user relationship management” generally indicates a desire on the part of the public services and local authorities concerned to draw inspiration from customer relationship practices, particularly regarding user experience and satisfaction.
