The National Commission for Commercial Development (CNEC) was a body comprising judges, senior civil servants, and influential figures in the retail sector tasked with reviewing appeals arising from the rejection of applications to open large retail outlets by a Departmental Commission for Commercial Development (CDEC), in accordance with legislation named after former French Prime Minister Jean-Pierre Raffarin. This body has since been replaced by another entity.
