INSEE (the French National Institute of Statistics and Economic Studies) emphasizes that, unlike urban areas which are based solely on continuous residential zones, industrial or urban settlement zones (ZPIU) take into account a broader set of criteria. This includes not only daily commutes between home and work, but also the proportion of the non-agricultural workforce, as well as the number and size of industrial, commercial, and administrative establishments. In short, each urban area is grouped into a single industrial or urban settlement zone.
