Google has developed a system called Glue that evaluates how users interact with elements on the search engine results page (SERP) beyond simply clicking web links. Glue analyzes actions such as hovering, scrolling, and swiping on the page. For example, if a user hovers over several results before clicking a link, Glue can infer that they were looking for more specific information than what the initial results offered. This analysis can prompt Google to present more relevant results at the top of the page in future searches. Google’s Pandu Nayak explains how search and ranking work in Google.
