Created by the ordinance of June 29, 2005 (amended by the law of October 22, 2010), the OSEO Group is an organization under the joint supervision of the Ministry of the Economy, Finance and Industry, and the Ministry of Higher Education and Research. Its primary role is to support and finance businesses in collaboration with various partners such as banks, investors, regional councils, and professional federations.
OSEO was formed by the merger of ANVAR (National Agency for the Valorization of Research, known as the “Innovation Agency”) and BDPME (SME Development Bank), whose subsidiary Sofaris is a French insurance/guarantee company for the risks associated with SME financing by banks and equity investors. OSEO is defined by its three core missions, all geared towards supporting entrepreneurs in taking risks: supporting innovation, guaranteeing bank financing and equity investments, and financing investments and working capital in collaboration with banks.
